Emergency brake cable sag

Slightly off topic.... I went to the dealer for an oil change (that is another post...) and asked for them to adjust the E brake. They charged me $65.00 bucks. I protested slightly saying that this service should be covered by warranty (truck has 27K on it). They said nope and were firm on the charge.

Anybody have any thoughts about this being a warranty or chargeable item?
