if you have a leak, it is not caused by the wires lol. And finding out what those wires do will not fix your leak.
In this case I would trust the dealer and replace the housing.
The insulation on the wiring does appear to be degraded from the fuel, and should probably be replaced. You could cut/splice a new connector on the end, but if you're under warranty the dealer would likely replace the whole harness.
